本文围绕近几年低油价的背景下,石油企业特别是从事境外石油工程服务的上游企业面临生存发展的巨大挑战,伴随着海外投资和项目规模的不断扩大,就如何建立财务集中管理的经营管理体系,以达到“提高经营效率、合理利用资源、有效降低成本、保证海外收益”的目的,进行探讨。具体阐述“一个创新、四个集中”的集中管理设想。即:创新财务管理体制、资金集中管理、会计核算集中管理、外帐税务集中管理和财务人员集中管理。
This article focuses on the low oil prices in recent years against the background of the oil companies, especially upstream and downstream oil companies in the offshore business services facing the enormous challenges of survival and development, with the continuous expansion of overseas investment and project size, how to establish financial centralized management and management System in order to achieve the purpose of “improving operational efficiency, making rational use of resources, effectively reducing costs and guaranteeing overseas profits”.
