目前我国已建、在建和待建的合资铁路有24条,计划投资380多亿元合资铁路是指由中央政府(铁道部)与地方政府、企业或其他投资者共同投资建设和经营的铁路。合资铁路是在80年代伴随我国改革开放的进程产生和发展起来的。以前人们认为铁路是中央企业,在哪修铁路,需要投资多少钱都是中央的事,地方没有必要操心。改革开放以后,原来的地区观念、部门观念发生了变化,特别是地方各级政府越来越认识到铁路运输已成为制约经济发展的重要因素。因此地方要求修建铁路、改变交通运输基础设施落后状况的意识和愿望日益强烈。一些地方省市主动提供资金,与铁道部门联合投资,共同建设区域内的铁路干支线。处于改革开放前沿的广东省,以优先发展交通运输基础设施的战略远见,大力加快境内铁路建设,于1983年开始与铁道部门合资修建三水至茂名铁
