1975年,全苏铁路运输科学研究院,考虑到机保列车的最高运行速度要提高到140公里/小时,因而制定了对机保车转向架的技术要求。这些要求除了要保证必要的动力性能以外,还规定要大大减少转向架重量,并以此来增加车辆的载重量。目前使用的带二系弹簧悬挂装置的KB3-(?)2型客车转向架(加里宁车辆制造工厂制造)和德骚工厂(东德)制造的(?)MB型转向架都没有完全满足这些要求。目前,一些车辆制造工厂和科学研究机构,正着手研制速度为140公里/小时的转向架。譬如,布良斯克机械制造工厂与全苏车辆制造科学研究所正在进行改进327型转向
