近年来多种新发和再现传染病以及各类生物恐怖事件严重威胁人类健康、社会稳定和经济发展,也充分暴露出我国在防范突发公共卫生事件的机制上存在诸多薄弱环节,尤其是缺乏一个全面覆盖各类突发公共卫生事件的完整预警和应对系统。HACCP体系是一个成熟和完善的食品安全的预防性控制体系,其基本原理具有科学的管理学基础,并且是经过实践检验的。将HACCP原理应用于突发公共卫生事件预警和应对机制的构建。基于HACCP基本原理,对突发公共卫生事件预警和应对过程进行7个环节的分解和优化,构建科学化、规范化、系统化的突发公共卫生事件预警和应对机制,以期提高突发公共卫生事件应对体系的效率和效果,完善我国的突发公共卫生事件应对体系。
In recent years, a great variety of emerging and reclaimed infectious diseases as well as various types of biological terrorist events have posed serious threats to human health, social stability and economic development. They have also revealed many weaknesses in our country’s mechanism to prevent public health emergencies, especially the lack of A complete early warning and response system covering all kinds of public health emergencies. HACCP system is a mature and complete preventive control system for food safety. The basic principles of HACCP system are based on scientific management and have been proved by practice. Apply HACCP principle to the construction of early warning and coping mechanism of public health emergencies.
