作为中国多层次住房保障体系的主体之一,经济适用房在发挥其历史性作用的同时,也暴露出了一系列问题。本文在对比分析经济适用房住户特征和房价收入比变动的省际差异的基础上,以住房保障对象是否“买得起”和“买得到”本省经济适用房为主要划分标准,根据各省市经济适用房的供求状况将全国30个省市划分为四大类型区,并对各类型区的特征进行了描述和对比。本文认为,建立、健全科学的地区居民住房支付能力指标评价体系对各地政府住房保障政策落实情况进行等级评定,并将评审结果作为中央对各地政府政绩考核的内容之一,将会有效促进经济适用房政策的落实。
As one of the main parts of China’s multi-level housing security system, affordable housing has also exposed a series of problems while exerting its historic role. Based on the comparative analysis of the inter-provincial differences between the characteristics of affordable housing and the change of house price income ratio, this paper takes whether the affordable housing is affordable or not and the affordable housing in the province as the main division standard, According to the supply and demand of economically affordable housing in various provinces and cities, 30 provinces and cities in China are divided into four major types of areas, and the characteristics of various types of areas are described and compared. This paper argues that the establishment of a sound scientific assessment of residential housing affordability evaluation system for local governments around the implementation of housing security policy rating, and the assessment results as the central government performance evaluation of one of the local governments, will effectively promote the economic application Housing policy implementation.
