开篇语中共中央、国务院、中央军委于2002年8月颁发了《关于加强和改进城市民兵工作的意见》。《意见》从国家经济发展和推进中国特色军事变革的战略全局的高度,进一步明确了城市民兵的战略地位和作用;确立了城市民兵工作的指导思想、方针、原则以及建设任务和重点;强化了党管武装制度;完善了城市民兵工作领导管理体制;规定了企业武装部机构设置原则;明确了城市民兵训练经费保障措施和城市民兵武器管理办法等,这都是新形势下做好城市民兵工作的基本遵循。 学习和贯彻落实好《意见》精神,是当前做好城市民兵工作、加强国防后备力量建设的一项重要任务。本刊从这期起,将围绕民兵工作领导管理体制、企业武装部机构设置原则、城市民兵训练经费保障措施和城市民兵武器管理办法等问题刊发系列述评。反映各级党委和军事机关以“三个代表”重要思想为指导,按照中央的部署和要求,学习贯彻《关于加强和改进城市民兵工作的意见》的情况,加强和改进城市民兵工作的举措以及抓落实解决难题的创新做法,以此推进国防后备力量建设的跨越式发展。
