受院、科领导的委派,1983年11月4日至12月3日我与张志寿同志参加中国医学考察团,赴日本考察了一个月。这次考察使我们增长了见识,开阔了思路。具体体会有以下几点:一、管理有序:所到各医院院长均为医学博士,专业能力较强,各级机构精炼,规章制度亦较健全,有各种专门委员会,层层负责,分工明确。院、部的负责人除主管全面日常工作外,还进行医疗科教工作。东京一般综合性医院虽每日门诊2000多人次,但未见到排队久候,候诊人员多在候诊室看书阅
