对于千千万万的中国青年,7月意味深长。7月燃烧理想,7月饱受煎熬,7月也许是一座桥,7月也许是一场梦。然而今年的7月,似乎格外地意味深长,尤其对于他们当中身有残疾的那一群。就在几个月前,教育部、卫生部、中国残联联合制定《普通高等学校招生体检工作指导意见》,取代了原来的《普通高等学校招生体检标准》。有些变化是显而易见的。比如从刚性的“体检标准”到富有弹性的“指导意见”。再比如从“不能录取”到“可以不予录取”或“不宜就读”。又比如“标准”中“不能录取”者下面的有些条目不见了,像“两上肢或两下肢不能运用者”。有些变化,字面上是看不见的,却是最本质的,比如,“尊重”。首先是对公民受教育权利的尊重。“不能录取”是冷冰冰的拒绝,某种程度上是
