《中华人民共和国水法》颁布已经7年了。7年来,在全国人大、国务院和地方各级人大和政府的领导下,在各级水行政主管部门的努力和有关部门的配合下,我国水管理和水法制方面取得了显著成绩,积累了一定经验。 ——在全国确立了水资源管理的基本制度,使水管理逐步走向有序进行。水资源管理已经提到各级政府的议事日程上来。 ——促进了全社会合理用水、节约用水,以我国有限的水资源,基本保证了人民生活的需要和国民经济的高速发展。平均每年以1％的用水增长率,维持了平均每年1.4％的人口增长和7％～8％的经济增长。
The Water Law of the People’s Republic of China has been promulgated for seven years. In the past seven years, under the leadership of the NPC, the State Council and local people’s congresses and governments at all levels and with the efforts of the water administrative departments at all levels and the cooperation of relevant departments, China has made remarkable achievements in water management and water legal system and has accumulated certain experience. - The basic system of water resources management has been established in the whole country so that water management will be gradually and orderly carried out. Water management has been mentioned on the agenda of governments at all levels. - Promote rational water use and water conservation in the whole society, with limited water resources in our country, basically ensuring the needs of the people’s livelihood and the rapid development of the national economy. With an average annual water use growth rate of 1%, the average annual population growth of 1.4% and economic growth of 7% to 8% are maintained.
