在构建和谐社会的新形势下,实施公共财政政策是一项重要举措。通过公共财政调节经济及收入分配的职能,促进实现经济持续健康发展、社会共同富裕。在具体的实施公共财政政策时,应当从财政收支两方面来考虑。在财政支出方面,加大在社会保障方面的投入水平,集中财力发展科教文卫事业,并建立公共财政对“三农”的政策支持,以实现城乡统筹发展。在财政收入方面,主要从优化我国的税收体制来阐述。
In the new situation of building a harmonious society, the implementation of public finance policy is an important measure. Through public finance to regulate economic and income distribution functions, promote the sustained and healthy economic development, social common prosperity. In the specific implementation of public finance policy, it should be considered from two aspects of financial revenue and expenditure. In terms of fiscal expenditure, we should increase investment in social security, concentrate financial resources on science, education and health, and establish public finance support for agriculture, rural areas and farmers so as to achieve overall urban and rural development. In terms of fiscal revenue, we mainly elaborate on optimizing our tax system.
