七、抓好全面质量管理,积极贯彻国际系列标准 （21）以质量求生存,以质量求发展。产品质量（包括品种）是企业生存和发展的物质载体。企业要把质量管理作为集约经营、提高经济增长质量的重要内容来抓,迅速扭转质量管理不严,产品质量不高,不良品损失严重的状况。企业应制定质量管理的方针目标,抓好从产品开发到售后服务全过程的全面质量管理,建立健全各级质量责任制度,实行质量否决,提高职工的质量意识和业务技能,深入开展群众性质量管理活动,提高产品质量和工作质量。企业经营者对产品（商品）质量要承担首要责任。严格按标准组织生产,不生产和销售没有标准或达不到规定标准的产品。
