目的:调查新疆县级医院卫生人力资源配置现状及公平性程度,为新疆卫生行政部门优化县级医院卫生人力资源配置提供政策依据。方法:采用卫生经济学中的Lorenz曲线和基尼系数对2009年《新疆统计年鉴》相关数据进行分析。结果:新疆县级卫生人力资源按服务人口计算的基尼系数在0.2~0.3之间,按服务面积计算的基尼系数在0.4~0.5之间,人口公平性优于地理公平性。结论:县级医院卫生人力资源配置不尽合理,卫生人力资源配置的人口公平性和地理公平性都需要提高,对卫生人力资源配置,政府需要进一步加强政策引导。
Objective: To investigate the current situation and fairness of health human resources allocation in county-level hospitals in Xinjiang and provide policy basis for optimizing the allocation of health human resources in county-level hospitals in Xinjiang. Methods: Based on the Lorenz curve and Gini coefficient in health economics, the data of Xinjiang Statistical Yearbook 2009 were analyzed. Results: The Gini coefficient of county-level health human resources by service population was between 0.2 and 0.3. The Gini coefficient calculated by service area was between 0.4 and 0.5. The fairness of population was superior to geographical fairness. Conclusion: The distribution of health human resources in county hospitals is not reasonable, population fairness and geographical fairness of health human resources allocation need to be improved. For the allocation of human resources for health, the government needs to further strengthen policy guidance.
