一、前言许多震例表明,恰当的应急反应可以有效地减轻地震造成的灾害,尤其是能减少人员的伤亡。地震发生后,需要运用各种先进的技术手段,在尽可能短的时间内快速调查震害、评估损失,粗略地提供灾区的范围和受灾程度,使政府有关部门对灾情有宏观上的了解,从量级上掌握地震现场的破坏情况及灾情可能发展的趋势,及时部署救灾工作,以便有效地降低灾害的影响。遥感具有覆盖范围广、图像获取方便等特点,遥感手段在震害的评估中可以发挥重要作用。随着高分辨率卫星遥感成为一种方便、快捷、便宜的信息源,可以期望,遥感手段能够在地震灾害快速评估中扮演重要角色。
