研究采用问卷调查法和访谈法,江西省N县农村学前教育公共服务体系构建的现状进行调查。结果表明:自从《规划纲要》实施5年以来,县乡两级政府通过采取加大财政投入,实现乡镇中心幼儿园全覆盖工程等措施,N县农村幼儿园尤其是公办幼儿园数量增长显著;学前三年毛入园率上升速度高于城区;家长对学前教育公共服务体系质量尤其是课程质量的满意度较高。但仍然存在各级政府财政分担机制不合理;师资紧缺、专业化水平待提升;学龄前儿童入园率偏低等问题。
The study investigated the status quo of the construction of the public service system of rural preschool education in N counties of Jiangxi Province by questionnaire and interviews. The results show that since the implementation of the “Plan” five years ago, the county and township governments at both county and township levels have made significant increases in the number of kindergartens in rural areas, especially public kindergartens, through measures such as increasing financial input and completing the coverage of township kindergartens. Gross enrollment rate rose faster than urban areas; parents are more satisfied with the quality of pre-primary education public service system, especially the quality of the curriculum. However, there still exist irrational fiscal sharing mechanisms at all levels of government; teachers are in short supply, the level of specialization needs to be improved; admission rates for preschool children are low and so on.
