人力资源开发,是指一个企业或组织团体在组织团体现有的人力资源基础上,依据企业战略目标、组织结构变化,对人力资源进行调查、分析、规划、调整,提高组织或团体现有的人力资源管理水平,使人力资源管理效率更好,为团体(组织)创造更大的价值。主要包括:知识开发、技能开发、态度开发、行为开发四个方面,但归根结底是员工在职培训。注重员工在职培训,对国有企业人力资源的开发、提高国有企业工作效率和竞争的起着关键作用。
