为掌握我国全社会公路运输温室气体排放总体情况,有针对性地采取公路运输节能减排政策,在借鉴国外公路运输温室气体排放量化典型方法的基础上,结合我国能源消耗、交通活动、公路运输车辆等发展现状与特点,提出了建立公路运输温室气体排放清单的3种方法。在对这些方法进行基础数据需求分析的基础上,进行了方法间的对比研究,并根据方法灵活性和结果可靠性等因素,推荐在我国目前阶段可以采用基于能源消耗的方法计算公路温室气体排放总量,基于交通流数据的方法建立不同地域、不同公路类型和不同车型排放清单的方法。最后通过对数据需求的分析,证明了这种方法的可行性。
In order to grasp the overall situation of the whole society’s road transport of greenhouse gas emissions, we have taken a targeted policy of energy conservation and emission reduction of road transport. Based on the typical methods of quantifying the emission of greenhouse gases from overseas road transport, combined with China’s energy consumption, traffic activities, road transport Vehicles and other development status and characteristics of the proposed road transport of greenhouse gas emissions of the three methods. Based on the analysis of the basic data requirements of these methods, a comparative study of the methods was carried out. According to the method flexibility and reliability of results, it is recommended that the method of energy consumption based on energy consumption can be used to calculate the road greenhouse gas emissions Total, based on the method of traffic flow data to establish different regions, different road types and different models of emission inventory method. Finally, through the analysis of data requirements, this method is proved to be feasible.
