2002年由WHO/EURO职业卫生合作中心在法国南锡提出“基本职业卫生服务(BasicOccupational Health Service,BOHS)”的概念,其含义是指为保护和促进劳动者健康、工作能力以及为预防控制疾病和事故所需的必要服务,该服务要考虑科学性和社会经济可行性,并通过初级卫生保健方式实现。2006年初WHO与我国卫生部合作项目开始在中国五省市的试点探索基本职业卫生服务及干预,2006年7月卫生部在全国遴选19个区县正式启动了卫生部基本职业卫生服务试点工作。2008年4月,国际职业卫生学会前主席、WHO基本职业卫生服务试点顾问Jorma Rantanen应邀参加了卫生部在深圳宝安举办的全国基本职业卫生服务试点经验交流会,并进行了演讲。受其委托,相关人员将Jorma Rantanen教授撰写并在会上演讲的关于工作环境监测、风险评估、健康监护、事故预防和管理、急救准备的基本职业卫生服务工具包英文版译成中文,并作为会议资料送发与会者。这些工具包对于指导我国基本职业卫生服务试点工作具有重要的指导意义和深远影响,本刊将集中发表(有关风险评估的文章发表于中华劳动卫生职业病杂志,2009,27(2):108-110.),希望能够更广泛、深入地推动我国基本职业卫生服务工作。
The concept of “Basic Ocupational Health Service (BOHS)” was proposed by the WHO / EURO Center for Occupational Health Cooperation in Nancy, France in 2002. It refers to the concept of “BOHS” for the protection and promotion of workers’ health, work ability and prevention Necessary services to control diseases and accidents, which should be scientifically and socio-economically viable and implemented through primary health care. In early 2006, the WHO collaborated with the Ministry of Health of China to start the pilot project on basic occupational health services and interventions in pilot provinces and cities in China. In July 2006, the Ministry of Health officially started the pilot work on basic occupational health services of the Ministry of Health in 19 districts and counties nationwide. In April 2008, Jorma Rantanen, former chairman of the International Occupational Health Association and the pilot consultant for WHO’s basic occupational health service, was invited to attend the national basic occupational health service pilot experience exchange meeting held by the Ministry of Health in Shenzhen Baoan and gave a speech. At its commission, the relevant staff translated the English version of the Basic Occupational Health Service Toolkit on Workplace Surveillance, Risk Assessment, Health Monitoring, Accident Prevention and Management, and Emergency Preparedness written by Professor Jorma Rantanen into English and translated it into Conference materials are sent to attendees. These kits have important guiding significance and far-reaching impact on guiding the pilot work of basic occupational health services in our country. This article will be published in concentration (articles on risk assessment published in China Occupational Health and Occupation Diseases, 2009,27 (2): 108-110 ), Hoping to promote our basic occupational health services more extensively and in depth.
