天津市委、市政府高度重视农民教育培训工作,特别是进入新世纪以来,先后成功实施了农村劳动力“351”培训工程、农民素质提高工程、农业实用技术培训等项目;率先出台了我国第一部关于农民教育培训地方性法规——《天津市农民教育培训条例》,使天津市农民教育培训走上了法制化轨道。截至2014年年底,天津市先后有宝坻、武清、滨海新区三个区县纳入农业部新型职业农民培育重点示范县,累计培养2063名新型职业农民,初步制定了试点区新型职业农民认定管理办法,并出台了相关扶持政策。
