为加强对人类健康和环境的保护,欧盟在《未来化学品政策战略白皮书》的基础上逐步完善并正式出台了REACH法规。欧盟REACH法规涉及面广且数量大,注册年限明确,费用昂贵,并改变了责任主体。因此,其加重了企业的负担。另外,REACH法规在执行方面不尽如人意,为此,欧盟采取了一系列措施,加强不同主体之间的协调与合作。对我国而言,一方面可以借鉴欧盟联合执法的做法,另一方面更要重视化学品的安全,生产“绿色”产品。
In order to strengthen the protection of human health and the environment, the EU has gradually perfected and formally introduced the REACH regulation on the basis of the “White Paper on Future Chemical Policies”. The EU REACH regulations covering a wide range and large number of clear registration, costly, and changed the main responsibility. Therefore, it aggravates the burden of enterprises. In addition, REACH laws and regulations in the implementation of unsatisfactory, for which the EU has taken a series of measures to strengthen coordination and cooperation between different subjects. For our country, on the one hand, we can learn from the EU’s joint law enforcement practice and on the other hand pay more attention to the safety of chemicals and produce “green” products.
