几年来,在党中央的布署和中组部的直接指导下,我省各级组织人事部门在思想观念、管理体制、工作制度和工作万法等方面进行了改革实践,尤其是在干部考核新方法的研究和试验上,做了大量富有成效的工作。截止目前,已对2125个县(处)级领导班子和69个地(厅)级领导班子进行了各种方式的民主测评,并在部分干部的升、降、调、培等方面起到了一定作用。干部考核新方法,是指在认真总结以往干部考核工作的基础上,运用行政管理学、心理学、社会学、应用数学等相关学科知识,遵循民主化、科学化和制度化的原则,而创立的一套符合我国国情和当地实际的干部考核工作方法。
