2012年8月,农业部印发《新型职业农民培育试点工作方案》,在全国范围内确定了100个县(市、区)开展新型职业农民培育试点。近一年半来各地结合实际扎实推进试点工作,形成了上下联动、合力推进的良好工作格局。农业部决定2014年将试点县规模扩大到300个,进一步探索适合不同地区、不同经济发展水平的新型职业农民培育方式和制度。为配合试点工作扎实推进,本刊推出《试点动态》栏目,专题介绍各地新型职业农民培育试点工作进展、做法、成效,为试点县及关心支持新型职业农民培育工作的各界人士提供一个交流平台。欢迎大家将试点工作中出台的工作方案、政策措施,在制度创建、培训模式方面的实践探索,对典型经验、培育成效的总结,以及教育培训中涌现出的优秀职业农民、先进职教工作者的事迹整理成文,踊跃投来本刊,共同打造新型职业农民培育的专业论坛。本期,编者选择四川崇州、山西榆次、湖南平江和福建龙岩四地的试点工作经验,按照“教育培训、认定管理、政策扶持”三项制度进行分类整理,将四地在三项制度建设方面的新进展、新成果与读者分享交流,供各地探讨借鉴。
In August 2012, the Ministry of Agriculture issued the “Pilot Program on Cultivating New Professional Farmers”, and piloted a pilot program to cultivate new types of professional farmers in 100 counties (cities and districts) nationwide. In the past year and a half, the pilot work has been solidly promoted in various places in light of reality and a good working pattern has been formed that is linked up and down and promoted together. The Ministry of Agriculture decided to expand the scale of pilot counties to 300 in 2014 to further explore ways and systems for cultivating new types of professional farmers suitable for different regions and different levels of economic development. To tie in with the pilot work, the magazine launched the “Pilot Project” section, which introduced the progress, practices and achievements of the pilot projects of new-type professional farmers in various places and provided an exchange platform for pilot counties and people from all walks of life who are concerned about and support the cultivation of new-type professional farmers. Welcome all the work programs, policies and measures promulgated in the pilot work, practical exploration in system creation and training mode, summary of typical experiences and training achievements, as well as outstanding professional peasants and advanced vocational workers who emerged in education and training Deeds and collated the essay, actively cast their own publications, work together to create a new type of professional farmers foster professional forum. In this issue, the author selected the pilot work experience of three places: Chongzhou in Sichuan, Yuci in Shanxi, Pingjiang in Hunan and Longyan in Fujian, sorted according to the three systems of “education and training, accredited management and policy support” Institutional development of new progress, new achievements and readers to share exchanges for exploration around.
