统筹城乡发展,是党的十六大作出的我国全面推进小康社会建设的重大举措,也是党中央根据我国新阶段经济社会发展的情况和时代特征,致力于突破城乡二元结构,扭转城乡差距、工农差距、地区差距扩大的趋势,加快农业和农村经济社会发展,促进国民经济持续快速健康发展所作出的战略决策。最近召开的党的十六届三中全会也把统筹城乡发展作为“五个统筹”之首,这充分说明了统筹城乡发展的极端重要性。作为身处基层的乡镇干部,我很想了解有关统筹城乡发展的知识,比如城乡统筹应该从哪里入手,具体应该统筹哪些方面,希望《今日浙江》能够作些介绍。 The overall planning of urban and rural development is a major measure taken by the 16th CPC National Congress to comprehensively promote the building of a well-off society in our country. It is also the Party Central Committee’s efforts to break through the dual structure of urban and rural areas and to reverse the gap between urban and rural areas based on the situation and characteristics of the economic and social development in the new phase of our country. The gap between workers and peasants and the widening regional disparities, and the strategic decisions taken to speed up the economic and social development in agriculture and rural areas and to promote the sustained, rapid, and healthy development of the national economy. The Third Plenary Session of the 16th CPC Central Committee recently held also plans the overall development of urban and rural areas as the first of the “five overall plans,” which fully demonstrates the extremely important role of planning the development of urban and rural areas. As a township cadre at the grassroots level, I really would like to know more about the overall planning of urban and rural development. For example, where should I start the overall planning of urban and rural areas? What should be co-ordinated? I hope that “Zhejiang Today” can make some introductions.
