【案情】2015年3月17日,莆田市城厢区工商局收到国家工商总局转办的央视3·15晚会12315热线消费者投诉,称某开发商尚未达到交房条件,却强行向消费者交付商品房,被消费者拒绝接收后,开发商既未支付违约金又未明确交付时间。城厢区工商局受理后,迅速与投诉人林某芳联系,投诉人林某芳很快向该局提交了来自12345热线投诉反馈材料。该材料显示,开发商涉嫌在商品房未通过验收的情况下强制交房,且拒绝按照合同约定支付因延期交房而应当支付给消费者
