我国仍然处于社会主义初级阶段,军事财力供求矛盾非常突出,在我军建设与国防发展需求过程中的军事资源硬约束是长期的。在国内军事财力供给有限而军队建设与国防需求发展较快的情形下,利用好现有的军事财力资源,加速军队建设和应付国内外突发事件,打赢未来高技术条件下的局部战争,构建军事财力供求预警系统是我们的明智选择。
Our country is still in the primary stage of socialism. The contradiction between supply and demand of military and financial resources is very prominent. The hard constraint on military resources during the process of our army’s construction and national defense development is long-term. Under the circumstances that the domestic military and financial resources are limited and military construction and defense needs are developing rapidly, we must make good use of the existing military and financial resources, accelerate the construction of the armed forces and deal with unexpected incidents at home and abroad, and win the partial wars in the future under high-tech conditions. Building a military financial supply and demand early warning system is our wise choice.
