1995年,怀化市被国家体改委列为全国综合改革试点城市。两年多来,我们针对国有企业的困难状况,一手抓存量资产重组,通过股份制、兼并、租赁、拍卖、破产等改革形式,将国有资产与市场机制有机结合起来;一手抓综合配套改革,转变政府职能,建立权责明确的国有资产管理、监督和营运体系,形成了县域经济发展的市场环境。全市有12对企业兼并,1家拍卖,9家破产,建立规范化股份制企业8家。全市8.4亿元国有经营性资产约有5.3亿元融入民营经济运行状态。1996年,全市乡以上工业总产值12.9亿元,比上年增长17.3%;亏损企业由上年34家减少至12家,亏损金额由4241万元减少至1080万元。一、在改革思路上,努力探索,转换机
In 1995, Huaihua City was listed as a national pilot city for comprehensive reform by the National Economic Reform Commission. For more than two years, we have focused on the difficult conditions of state-owned enterprises, and have reorganized asset stocks in one go. Through joint-stock reforms, mergers, leasing, auctions, and bankruptcies, we have combined state-owned assets and market mechanisms organically; Government functions, the establishment of a state-owned assets management, supervision, and operation system with clear-cut powers and responsibilities have formed a market environment for county-level economic development. There were 12 pairs of companies in the city, one auction, nine bankruptcies, and 8 standardized joint-stock companies. The city’s 840 million yuan of state-owned operating assets is about 530 million yuan into the private economy.
