社会救助制度在社会保障制度中是起保底作用的重要制度,而城市居民最低生活保障制度又是社会救助制度的重要组成部分。最低生活保障具有宪法和人权保障的基础,但是目前我国城市居民最低生活保障存在着法律依据过于抽象、隐性收入难以统计、临时救济方式存在弊端等问题。所以我国必须设计完善的法律制度,加速社会救助工作的法制化进程。
The social assistance system plays an important role in protecting the social security system, while the minimum living security system for urban residents is an important part of the social assistance system. The minimum living guarantee has the foundation of the constitution and the guarantee of human rights. However, at present, the minimum living security of urban residents in our country is characterized by over-abstract legal basis, difficult statistics of hidden income and disadvantages of temporary remedies. Therefore, our country must design a perfect legal system to speed up the process of legalization of social assistance work.
