电力行业是信息不对称的,需要设计有效的市场机制来激励发电商披露真实成本信息,避免或减轻发电商利用市场力操纵市场的行为。提出从激励效果指标化的角度来分析发电商竞价阶段市场机制的合理性。从市场机制设计的目标出发,构建了发电商竞价行为激励效果评价指标体系,提出了基于模糊C均值聚类法的激励效果评估模型。算例分析结果证明了该激励机制的合理性,表明该方法是有效的,易于操作和使用。
The information asymmetry in the power industry requires designing effective market mechanisms to motivate generators to disclose real cost information and to avoid or reduce the use of market power by generators to manipulate the market. It puts forward to analyze the rationality of the bidding stage market mechanism of generator from the perspective of incentive effect indexization. Starting from the goal of market mechanism design, this paper constructs an evaluation index system of incentives for bidding behavior of power generation companies, and puts forward an evaluation model of incentive effects based on fuzzy C-means clustering. The result of example analysis proves the rationality of the incentive mechanism, which shows that the method is effective, easy to operate and use.
