美国政府于2010年公布了长达七十二页的《核态势评估》报告,宣告了美国对核武新的战略定位和政策取向。在全球核安全形势日趋复杂的背景下,此报告连同美俄新的《削减和限制进攻性战略武器条约》以及首次全球核安全峰会一起构成了奥巴马新核战略的三部曲。美国的新核政策为何在此时出笼,对其应当作何评价,奥巴马的“无核世界”梦想能否顺利实现等等,都是值得关注和思考的命题。本文将对以上问题作以简要分析。
The U.S. government released a 72-page “Nuclear Posture Review” report in 2010, announcing the United States’ new strategic positioning and policy orientation toward nuclear weapons. Against the background of increasingly complicated nuclear security in the world, this report, together with the new U.S. Treaty on Reduction and Limitation of Strategic Offensive Arms and the first Global Nuclear Security Summit, constitutes the trilogy of Obama’s new nuclear strategy. Why the new nuclear policy of the United States came out at this time, what should be appraised of it, and whether Obama’s dream of “non-nuclear world” can be successfully implemented are all topics worth attention and thinking. This article will make a brief analysis of the above problems.
