中央在实施西部大开发战略中明确提出,以公路为主加快交通基础设施建设,此举必将促进新疆公路建设的迅猛快速发展。新疆的公路从1998年唯一的一条吐-乌-大高等级公路发展到2000年通车的乌鲁木齐至奎屯高速公路、至现正在修建的奎屯至赛里木湖高等级公路及和硕至库尔勒高速公路,其发展之迅速,及高效、便捷、舒适、安全的特点为更多的司乘人员所认知。 目前我区高速公路的发展时间较短,没有现成的管理经验,因此,对已建成通车的高速公路营运管理不断总结经验,加强探索和创新,确保通行费应免不征,应征不漏,多征费,提高经济效益和社会效益,已刻不容缓,这必定为即将建成通车的新的高等级公路的管理者提供借鉴,使新疆高速公路营运管理科学化、规范化,促进新疆经济的快速发展。新疆高管局石河子管理处玛纳斯收费站2000年11月3日正式通车运营,先后荣获自治区交通系统文明收费站、交通系统文明示范窗口、交通系统行风建设示范窗口、自治区青年文明号等荣誉称号,目前正在争创全国级青年文明号。笔者结合玛纳斯收费站的管理,做了以下尝试,现不揣浅陋,浅谈几点看法和体会。

Xinjiang Bureau of Management Shihezi Manasi toll station on November 3, 2000 was officially opened to traffic operations, has won the autonomous region of civilized toll station traffic system, transport system demonstration window of civilization, transportation system building model window, the autonomous region Youth Civilization number Honorary title, is currently striving for a national youth civilization. The author combines Manasi toll station management, made the following attempt, is not humble, shallow talk about a few observations and experience.
