一、产权明晰是铁路运输公司规范化的基础 南宁铁路运输公司规范化已作为铁道部深化改革的试点。“铁运”公司规范化是指按着现代企业制度的基本特征,产权明晰、政企分开、责任明确、管理科学对原铁路局进行公司制改组。改组后的公司只要具备了四大特征就是基本上规范的公司。四大特征中起决定作用的是产权明晰,这是公司规范化的核心问题和基础。
