犯罪分子常常借病、残、伤等一系列理由逃避公安机关的打击,而公安部门在处理此类事件的时候,由于各种原因往往不能对其执行收押,致使“病残伤”犯罪嫌疑人留置于社会,增加了社会不和谐因素,降低了公民的安全感。本文针对上述问题,通过阐述现状,分析问题产生的原因并提出合理化建议,以期对公安部门提高执法办案效能有所裨益。
Criminals often flee public security organs for a series of reasons such as sickness, mutilation and injury, and the public security departments often can not execute their custody for various reasons when handling such incidents, resulting in the crime of “illness and injury” Suspects stay in the community, increasing social disharmony factors, reducing the sense of security of citizens. In view of the above problems, this paper analyzes the current situation, analyzes the causes of the problems and puts forward reasonable suggestions, with a view to the public security departments to improve the effectiveness of law enforcement cases.
