我国拥有300万km2海洋国土面积,海洋文化源远流长,海洋文明亦是灿烂、辉煌五千年华夏文明的重要组成部分。从夏、商、西周、春秋、战国时代,到秦、汉、三国两晋南北朝,隋、唐、宋、元、明、清,再到近代半殖民地半封建社会,海洋文化发展由先秦萌芽,秦汉发展,隋唐繁荣并形成以中国为核心的世界经济文化圈,再到清朝衰落,几经沉浮。清代乾隆年间闭关自守政策及封建生产关系是海洋事业发展的桎梏。半殖民地半封建社会下海洋文化发展道路曲折。改革开放30年,海洋文化迎来发展的春天。现今,在我党的正确领导下,高举社会主义伟大旗帜,以社会主义核心价值体系为理论指导,凝结全民族之力共同奋斗是实现海洋文化大繁荣、大发展的道路与方向。
