建设创新型国家与建设创新型行业建设创新型国家是我国面向未来的重大战略。未来15年,实现全面小康社会,把占地球1／5人口的大国带入比较富裕、文明的社会。党的十六届三中全会提出了统筹城乡发展,统筹区域发展,统筹经济社会发展,统筹人与自然和谐发展,统筹国内发展和对外开放的新发展观。未来中国不能走靠要素投入的传统的工业化道路,(我国的能源、淡水、耕地、矿产和生物物种这五大资源都是有限的。如果按照现在的发展速度和需求,5年后我国每年将消耗40亿吨煤!这无论从环境污染还是从能源消耗都是不可能实现的)必须靠走新型工业化道路来建设小康社会,正是所谓:“资源有限,创新无限。”
Building an Innovative Country, Building an Innovative Industry, and Building an Innovative Country are the major strategies our country faces to the future. In the next 15 years, an overall well-to-do society will be realized and a large country with one-fifth of the Earth’s population will be brought into a more prosperous and civilized society. The Third Plenary Session of the 16th CPC Central Committee put forward the new development concept of coordinating the urban and rural development, coordinating regional development, coordinating economic and social development, coordinating the harmonious development of man and nature, and coordinating domestic development and opening to the outside world. In the future, China can not rely on the traditional industrialization path of factor input (China’s five major sources of energy, freshwater, arable land, mineral resources and biological species are limited.) If, at the present pace of development and demand, China consumes five years from now 4 billion tons of coal! This can not be achieved either from environmental pollution or from energy consumption. We must rely on the new path of industrialization to build a well-off society. It is precisely what we call “limited resources and unlimited innovation.”
