瓦斯是煤矿最严重的灾害。煤矿所发生的重特大事故中,绝大多数是瓦斯爆炸事故,其事故起数和死亡人数每年均占80%左右,被称为煤矿的第一杀手。我国煤矿瓦斯灾害事故频繁,其原因是多方面的。既有现实原因,也有历史原因,但主要还是煤炭工业长期负重爬坡、近两年产量超常增长、多种矛盾和问题长期积累的结果。虽然瓦斯是自然界存在的事物,但它又不同于海啸、地震等等,瓦斯是人类在开采煤层时释放出来的,因此,只要采取相应的措施,瓦斯灾害是一定可以控制的。这需要我们着力构建“通风可靠、抽采达标、监控有效、管理到位”的十六字瓦斯治理工作体系,全面提升煤矿瓦斯治理水平,有效防范、遏制重特大瓦斯事故,促进全国煤矿安全生产形势进一步稳定好转。
Gas is the most serious disaster in coal mines. Among the major accidents in the coal mines, the vast majority are gas explosion accidents, with the number of accidents and the number of deaths accounting for about 80% of each year, and are called the first killer of coal mines. There are both realistic and historical reasons, but the main reason is that the coal industry has been carrying a long-term road-climbing course. Over the past two years, the output has grown unusually and many contradictions and problems have accumulated over a long period of time. Although gas is a natural thing, it is different from tsunamis, earthquakes and so on. Gas is released by human beings when mining coal seams. Therefore, gas disasters can be controlled only if corresponding measures are taken. This requires that we focus our efforts on building a “sixteen-word gas management system” that is “reliable ventilation, compliance with pumping standards, effective monitoring and management” and comprehensively enhances the level of coal mine gas treatment so as to effectively prevent and curb heavy gas accidents and promote national coal mine safety Production situation further stabilized and improved.
