当前我国社会正处于转型社会阶段,社会公共安全问题面临着种种挑战。义乌市公安机关在实践中探索形成了“党政总揽、公安有为、服务主动、控制有力、群众满意”的社会转型期社会安全工作经验。从社会学视角考察,该经验的形成,植根于义乌市经济社会的快速发展,特别是得益于经济社会发展的均衡性;同时,该经验的形成,也是当前社会控制机制建设的一种良好模式,满足了转型社会时期社会需要加强社会建设与管理的需求。当然,随着社会情势的不断发展,该经验也需要在社会安全体系、社会安全机制和社会指标体系等方面进行完善。
At present, our country’s society is in the transitional social stage. Social public security faces various challenges. In practice, the public security organs in Yiwu explored and formed social security experience in the social transformation period of “social responsibility of the party and government, promising public security, active service, strong control, and satisfaction with the masses”. From the perspective of sociology, the formation of this experience is rooted in the rapid economic and social development of Yiwu City, especially due to the balance of economic and social development.
