基层政府门户网站的建设状况与发展战略一直在电子政务的研究中处于被忽略的地位,而实践中诸多发达地区的乡镇却已建立起相应的门户网站并尝试提供相应的在线政务服务。本文以广州为例,通过引入SWOT分析法,对其辖区内36个镇的政府门户网站建设的内部条件和外部环境进行具体分析,论述了目前乡镇门户网站建设现状及其存在的具体问题,并以此为基础提出经济发达地区乡镇政府门户网站的战略安排矩阵。
The construction status and development strategy of grassroots government portals have always been neglected in the study of e-government. In practice, many towns in developed areas have established corresponding portals and tried to provide corresponding online government services. Taking Guangzhou as an example, this paper analyzes the internal conditions and external environment of the government portals in 36 towns within its jurisdiction by introducing the SWOT analysis method, discusses the present situation of the construction of the portals in towns and villages and its specific problems. Based on this, a strategic arrangement matrix of township government portals in economically developed areas is proposed.
