基础设施薄弱,是我国西部经济社会发展的重要障碍之一。在甘肃,作为农村经济社会基础设施之一的农村电话通信,十分落后,已经成为阻碍甘肃农村经济社会发展的制约因素。1985年11月至1986年4月,受甘肃省农村电话管理局的委托,甘肃省社会科学院经济研究所由李黑虎、周述实、李西林、井百祥、白天山、郝希亮、强明侠等同志组成课题组,在甘肃省农村电话管理局的热情支持和帮助下,完成了甘肃农村电话发展这一课题的研究。其内容包括《甘肃农村电话发展探讨》的总报告和《甘肃农村电话经济效益探析》、《发展甘肃农村电话的对策设想》、《甘肃农村电话管理体制改革问题》、《甘肃农村电话的技术改造问题》、《甘肃农话职工队伍素质浅析》、《关于甘肃农村电话发展目标的预测》等专题报告。本刊发表了这一研究成果的主要内容,以供有关决策部门及实际工作部门的同志参考。限于篇幅,本刊在刊出时,作了删节。
Weak infrastructure is one of the major obstacles to the economic and social development in western China.
