卫生人力是提供卫生服务的核心力量,是卫生资源的主要组成部份之一,卫生人力资源配置是否合理,是评价卫生资源配置的重点。本次调查的结果显示:目前城市不同级别的医院、防疫站卫生人力的配置与新的医学模式的要求极不适应。目前,在城市区域水平上,街道医院、区级医院、三级医院的医护人员相对比为1:2.90:19.33(以街道医院为基准);区级防疫站与市级防疫站卫生技术人员数相对比为1:4.39。调查结果还表明从1985~1994年间,街道医院萎缩严重,区级防疫站卫生技术人员虽发展相对较快,但其绝对数太小。
Health manpower is the core strength of providing health services. It is one of the major components of health resources. The rational allocation of health manpower resources is the key to evaluating the allocation of health resources. The results of the survey show that the current allocation of health personnel at different levels of hospitals and epidemic prevention stations in cities is incompatible with the requirements of the new medical model. At present, at the regional level of the city, the relative ratio of medical staff in street hospitals, district hospitals, and tertiary hospitals is 1:2.90:19.33 (based on street hospitals); the number of health technicians at district-level epidemic prevention stations and municipal epidemic prevention stations The relative ratio is 1:4.39. The survey results also showed that from 1985 to 1994, the hospitals in the streets were shrinking. Although the number of health technicians at the district-level epidemic prevention stations was relatively fast, the absolute number was too small.
