建国以来,我们共新建铁路干支线约三万公里。初期工程造价,以每公里计,地形复杂,工程艰巨者为一百万元左右,地形简单或标准较低者,不过五十万元左右。自五十年代后期起,工程造价一般不断增高,目前每公里竞有达三四百万元之巨者,超过以往二、三倍以上,而有继续上涨之势。即以兖州~石臼所一线为例。此线长308.6公里,经过地形为平坦和少数丘陵地带,沿线除沂河、沭河两特大桥和临沂区段站、石臼所港前站外,无重大工程,每正线公里平均土石方为5.4万立方米。铁道部第三勘测设计院所编初步设计概算为4.33亿元,鉴定后修改概算为5.01亿元,铁道兵所编施工预算为10.8亿元,最后部批准概算为9.38亿元,
