受法律规则滞后的束缚,诸多国际证券市场成熟的金融服务无法在我国开展,实体经济的投、融资需求因此受到抑制。《关于中介化证券的实体法公约》是各国就证券持有、转让法律关系达成的重要共识,体现了未来国际证券市场立法的发展趋势,为我国修订并完善现有立法体系中关于证券的规定提供了借鉴,将会对我国证券公司开展产品与业务创新产生积极的影响。
