为科学构建上海市海绵城市排水体系,利用虹口港、杨树浦港、走马塘、虬江等水系构建“地下河道”建设深层排水调蓄隧道的可行性,既解决地区46个低标系统排水标准提高至5年一遇并有效应对100年一遇强降雨,又避免大面积翻建现状管线,消除现状积水点,满足内涝防治排水的要求。匡算调蓄规模为98万m~3,一级调蓄隧道全长31.5km,DN8 000,埋深30~60m,二级输送管道全长28.5km,DN4 000,埋深15~25m,三级收集管道:全长23.9km,管径DN3 000,埋深10~15m,末端泵站实现深隧从静态调蓄到动态调蓄的转变,泵站规模200m3/s。
