现实政治生活中,党政干部晋升充满着诸多复杂变数。从晋升过程的影响因素视角看,政绩、关系、教育和职业路径是党政干部晋升的主要决定因素。改革开放新时期,以经济增长为主要政绩指标,影响着各级领导干部的晋升,同时也出现了虚假政绩等消极现象。关系是中国传统文化的特有现象,其依然影响着今天的日常生活,并进入到现代政治层面,影响着党政干部的晋升。教育是古今中外选拔人才的重要标准,当代中国在干部晋升过程中也越来越强调教育文凭的重要性。与此同时,学历造假的现象普遍存在。干部晋升还遵循着路径依赖规律,机构和职位等因素在很大程度上影响着干部晋升。
In the real political life, the promotion of party and government cadres is full of many complicated variables.
