习近平主席提出的建设“一带一路”战略构想强调共商、共建、共享原则,开创地区新型合作。“一带一路”对各地进行了定位,其中对云南的定位是:面向南亚、东南亚的辐射中心。云南省也将以此为契机,发挥区位优势,推进云南与周边国家边境贸易和旅游和文化之间的合作。云南省与越南山水相连,开展区域间旅游合作的区位优势很明显,而双方独特丰富的旅游资源,使得双方具备较强的互补性和发展旅游业合作的基础。旅游业的合作与发展带动了双方相关产业如服务、交通、通信业等的快速发展,增进了两国人民的相互了解和传统友谊,促进了双边在其他领域的交流与合作。云南省与越南双方的旅游合作在发展过程中存在着旅游监督机制不健全、优秀旅游人才缺乏和旅游基础设施有待改善等问题。文章通过云南省与越南的旅游优势和双方合作现状、存在问题的分析,提出在“一带一路”战略构想下,云南省与越南应抓住机遇,通过完善双方旅游合作模式,加大双方的旅游基础设施、旅游协调机制和法律政策的合作以及旅游人力资源的培训,促进双方旅游业的发展。
President Xi Jinping proposed that the strategic concept of building the “Belt and Road” emphasizes the principle of discussing, building together and sharing and opens up a new type of cooperation in the region. “One Belt, One Road” has carried on the localization to each place, among them the localization to Yunnan is: Facing the radiation center of South Asia, Southeast Asia. Yunnan Province will also take this as an opportunity to give play to its geographical advantages and promote cooperation in border trade and tourism and culture between Yunnan and its neighboring countries. Yunnan and Vietnam landscapes connected to the regional advantages of tourism cooperation is obvious, and both rich and unique tourist resources, making both sides have a strong complementarity and the development of tourism cooperation based. The cooperation and development in the tourism industry have led to the rapid development of related industries such as services, transportation and communications, and promoted the mutual understanding and traditional friendship between the two peoples and promoted bilateral exchanges and cooperation in other fields. There are some problems in the process of the tourism cooperation between Yunnan and Vietnam such as the imperfect tourism supervision mechanism, the shortage of excellent tourism talents and the need to improve the tourism infrastructure. Through the tourism advantages of Yunnan and Vietnam and the current situation and existing problems of cooperation between the two sides, the article proposes that under the strategic Belt and Road strategy, Yunnan and Vietnam should seize the opportunity to improve the tourism cooperation between the two sides and increase the cooperation between the two sides Tourism infrastructure, co-ordination of tourism coordination mechanisms and laws and policies, and training of tourism human resources to promote the development of tourism in both sides.
