我党的历史档案是总结党的工作经验和编修党史不可缺少的材料,过去因为战争环境和反动势力的迫害,党的历史档案被保存下来的很少,另有一些还分散布各处或个别同志手中。为了统一地、有计划地收集分散在各处的历史档案,中央已决定在中央办公厅秘书局下设立中央档案馆筹备处(即秘书局第三处),把一切有全党意义的历史档案收集起来统一整理和保管。现特决定办法如下: (一) 党的历史档案的收集范围应包括: 一、党中央机关和各地党委机关在全国解放以前散失在各地的各种档案文件(包括青年团各级机关的文作)和出版的党刊文集。二、历史上曾经存在过现已撤销的党的(团的)机关(如北方局、晋绥分局)以及临时性的机构(如中共代表团等)的档案文件和出版的党刊文集。三、党的历届中央委员及省以上各地党的负责同志在全国解放以前的著述、信件、照片等。四、一九四九年以前各地人民政权、军队及其它革命组织的档案材料。(此种材料将来归那里保存,由秘书局与国家档案局
