国务院发展研究中心原副主任张万欣说,现在一些地区开始搞期权制试点,以建立企业职工的激励机制。但值得注意的是,期权制不能一哄而上,它也有不同的适用范围。期权制不适用资本密集型和劳动密集型企业。它最适合的是高新技术企业,承认知识也是一种生产力。而对于传统的大企业,如果实行期权制,也应限制在企业高层经营管理人员的范围。

However, it is worth noting that the option system can not be coaxed into action, and it also has different scope of application. Option does not apply to capital-intensive and labor-intensive enterprises. It is most suitable for high-tech enterprises, acknowledging that knowledge is also a kind of productivity. As for the traditional large enterprises, if the implementation of the option system should also be limited to the scope of business executives at the top.
