为贯彻中央财经领导小组第六次会议和国家能源委员会第一次会议精神,落实《国务院办公厅关于印发能源发展战略行动计划(2014—2020年)的通知》(国办发〔2014〕31号)要求,加快推动能源生产和消费革命,进一步提升煤电高效清洁发展水平,2014年9月12日,国家发改委、环保部、国家能源局联合印发《煤电节能减排升级与改造行动计划(2014-2020年)》(以下简称《计划》),对煤电行业全面落实“节约、清洁、安全”的能源战略方针、加快升级与改造、提升高效清洁发展水平等工作作出具体部署。
