恩施州财政局按照“3+1”模式,初步构建起“党组领导、党委推进、支部落实、党员学做”的主体责任落实机制,不断推进“两学一做”学习教育向纵深发展,取得了较好成效。同时,推进过程中感觉到存在支部书记有能力恐慌、党建工作难搞出特色、批评与自我批评氛围不浓和党务工作者负担重等困难和问题,建议工委加大对支部书记的培训力度,结合业务开展党务,严格落实党内监督机制,多为党务干部排解压力、疏导心理。
