近年来,国家对文化事业的重视程度大大提高,把文化建设的意义提升到兴国战略的高度,各地也都提出了文化兴省、文化兴市的战略。全国上下,各级各界,都看到了在国家经济转型发展的新形势下,在可持续发展的科学发展观视野下,文化对国家、社会转型发展的作用被寄予厚望。文化能否担此重任,当此厚望,当然是毫无疑问的,但文化怎样担此重任,是需要全社会去认真研究和努力摸索的。文化要担当起经济、社会建设转型发展的重任,需要把文化建设作为一个系统工程来实施,要从政策制定与实施,公共文化服务体系建设等宏观问题着眼,从提供什么样的文化内容,采用什么样的文化载体,由什么样的人来参与文化活动等微观问题入手,多管齐下,上下合力,进行文化建设实践探索。在文化建设诸多头绪中,基层文化服务体系建设是个具有基础性、全局性意义的工作,十分重要。而在这一基础工作中,群众文化工作者的作用又是十分基础和重要的。
