我国是一个人口大国,就业矛盾十分突出,特别是在我国处于继续深化改革的条件下,下岗失业人员的存在将是不可避免的。据有关专家预测,就业将成为我国经济发展中的最大的难题之一。据广州市劳动和社会保障局统计,2002年城镇登记失业人员24.93万人,其中新增加15.77万人,实现就业14.9万人,就业率为60%,其中尚有失业人员9.4万人。2002年,全市通过劳动力市场求职登记有55.1万多人次,其中国有企业分流出社会的失业人员16.8万人次。为千方百计地切实做好扩大就业的工作,开发下岗失业人员的创造潜力,使就业增长建立在其创业热情的不断高涨和创业能力持续提高的基础上,在最大的规模和最高的程度上实现下岗
