20世纪90年代早期,随着青少年体育政策的有效实施,以及青少年体育的大力推广,体育组织共同决策这一概念开始在挪威体育领域出现。运用文献资料法、逻辑分析法,对挪威青少年体育组织治理机制进行了深入研究。研究结论认为:自1992年至今,挪威体育联合会共同决策呈现出2个不同阶段,每个阶段共同决策模式不同:1)个为社会组织委员会模式(1992~2004年);2)个为网络组织模式(2004~2013年)。在委员会模式中,青少年代表入选青少年委员会,担任体育联盟咨询机构职务,委员会领导进入挪威奥委会和体育联合会理事会。在网络模式中,青少年建立网络并进行相关协商活动,并且对挪威奥委会和体育联合会施加影响,而青少年代表和其他任何候选人一样,必须经过选举产生。
In the early 1990s, with the effective implementation of youth sports policy and the promotion of youth sports, the concept of common decision of sports organizations began to appear in the field of sports in Norway. By means of literature review and logical analysis, this paper conducts an in-depth study on governance mechanism of Norwegian youth sports organizations. The conclusion of the study is that: since 1992, the Norwegian Sports Federation has two different stages of joint decision-making, with different decision-making modes in each stage: 1) the mode of social organization committee (1992-2004); 2) Organizational model (2004 ~ 2013). In committee mode, youth delegates are elected to the youth committees and serve as sports league advisory bodies. The committee leaders lead the Norwegian NOC and Sports Federation councils. In the network paradigm, adolescents establish networks and conduct related consultations and influence the Norwegian Olympic Committee and the sports federation, while adolescents, like any other candidate, must be elected.
